NSU Skills Endowment Fund Could Transform Pakistani Youth Future

On a day when Pakistan's territorial integrity is being tested by external threats, as noted by Lieutenant General (R) Moazzam Ejaz, HI (M) the country quietly marked another kind of heroism: one that arms young people with skills, ultimately empowering Pakistan's economy and prosperity. Lt. Gen. Moazzam Ejaz, heading the National University of Technology and serving as Chairman of the National Technology Council, called the National Skills University Islamabad Endowment Fund "a most important step in our educational history." He's not wrong. At a time when global economies are shifting from degree-centric to skill-driven frameworks, this fund has the potential to become Pakistan's silent revolution. He asserted his belief that skills education is the way forward for Pakistani youth, although high tech is also needed.

Conceived under the leadership of Prof. Dr. Muhammad Mukhtar, the founding Vice Chancellor of NSU Islamabad, and with the guidance and support from a government donor organization, the Skills Fellows Endowment Fund is a first-of-its-kind initiative in Pakistan's public sector higher education providing vocational education. With humble yet symbolic seed funding of PKR 1 million, the initiative invites local and international philanthropists, alumni, industries, and global partners to shape a national asset, its underserved, underprivileged youth. This inclusive approach ensures that everyone has a role in shaping Pakistan's future.

What makes this initiative most relevant is its laser-sharp focus: the fund will provide merit and need-based scholarships to students, particularly orphans, differently abled individuals, and youth unable to afford training, for short-term skills-based programs all under six months in duration. The scholarships will be backed by Shariah-compliant investments, ensuring sustainability and ethical management. This commitment to ethical and sustainable practices ensures that the initiative is not just a short-term solution, but a long-term investment in Pakistan's future.

The Guest of Honor, Dr. Kamran Jahangir, MD of the National Book Foundation, rightfully contextualized the fund's importance: "We gather to celebrate the power of education and innovation. His endorsement reflects a growing consensus that Pakistan's future cannot be built on degrees alone, it must be constructed with skills, character, and purpose. According to him, this initiative isn't just about economic uplift. It's about restoring dignity through competence. It's about ensuring that a young woman from a distant region of the country, a differently abled youth, or an orphan can dream beyond survival. It's about embedding resilience into the national identity.

The NSU Skills Fellows Endowment Fund is grounded in institutional accountability and a culture of giving, as seen in the students and faculty who have begun to contribute.

In today's global economy, where artificial intelligence threatens to disrupt conventional job markets, human skills, creative, technical, vocational remain irreplaceable. Pakistan must learn to value a skilled electrician as much as a civil servant, and a trained welder as much as a computer scientist. The skills revolution must be both economic and cultural. NSU Skills Endowment is for futuristic training and a world full of technological gadgets.

According to the Founding Vice Chancellor, the road ahead for the endowment fund will not be easy. It will require consistent fundraising, transparent governance, and measurable impact. But if done right, it can serve as a national engine for equity, turning economic disadvantage into land of prosperity.

ایسے وقت میں جب پاکستان کی سرحدوں کو بیرونی خطرات کا سامنا ہے، لیفٹیننٹ جنرل (ر) معظم اعجاز، ہلال امتیاز (ملٹری)، نے ایک اور اہم خدمت کی طرف توجہ دلائی ہے — ایسی خدمت جو ہمارے نوجوانوں کو ہنر فراہم کرکے ملک کی معیشت اور خوشحالی میں اہم کردار ادا کرے گی۔  نیشنل یونیورسٹی آف ٹیکنالوجی کے سربراہ اور نیشنل ٹیکنالوجی کونسل کے چیئرمین کی حیثیت سے، انہوں نے نیشنل اسکلز یونیورسٹی اسلام آباد کے انڈوومنٹ فنڈ کو "ہماری تعلیمی تاریخ کا ایک اہم سنگِ میل" قرار دیا۔  آج جب دنیا میں تعلیم کا محور ڈگری سے ہٹ کر مہارتوں پر منتقل ہو رہا ہے، یہ فنڈ پاکستان کے لیے ایک خاموش انقلاب ثابت ہو سکتا ہے۔ لیفٹیننٹ جنرل  (ر)  معظم اعجاز کا کہنا تھا کہ اگرچہ جدید ٹیکنالوجی ضروری ہے، مگر نوجوانوں کو بااختیار بنانے کے لیے ہنرمندی ہی اصل راستہ ہے۔

یہ انڈوومنٹ فنڈ، پروفیسر ڈاکٹر محمد مختار (بانی وائس چانسلر، نیشنل اسکلز یونیورسٹی اسلام آباد) کی قیادت میں اور ایک سرکاری ادارے کی معاونت سے قائم کیا گیا ہے۔ یہ پاکستان میں سرکاری شعبے کی اعلیٰ تعلیمی سطح پر فنی تربیت فراہم کرنے والا پہلا بڑا قدم ہے۔

اس فنڈ کی شروعات 10 لاکھ روپے کی ابتدائی رقم سے کی گئی، جو ایک علامتی اور نیک نیتی سے بھرا قدم ہے۔ اس کا مقصد مقامی و غیر ملکی مخیر حضرات، سابق طلباء، صنعتکاروں اور بین الاقوامی شراکت داروں کو ساتھ ملا کر ملک کے محروم نوجوانوں کو ایک قیمتی قومی سرمایہ بنانا ہے۔ یہ ایک ایسا ماڈل ہے جس میں ہر فرد کو پاکستان کے مستقبل کی تعمیر میں شریک ہونے کا موقع دیا جا رہا ہے۔

فنڈ کی سب سے اہم خوبی یہ ہے کہ یہ میرٹ اور مالی حالات کی بنیاد پر اسکالرشپ فراہم کرے گا، خاص طور پر ان یتیم بچوں، معذور نوجوانوں اور ایسے طلباء کے لیے جو چھ ماہ یا کم مدت کے شارٹ کورسز کا خرچ برداشت نہیں کر سکتے۔ ان اسکالرشپس کے لیے سرمایہ کاری بھی شریعت کے مطابق ہوگی تاکہ یہ سلسلہ دیرپا اور صاف شفاف انداز میں جاری رہ سکے۔

اس موقع پر مہمانِ خصوصی ڈاکٹر کامران جہانگیر، چیئرمین نیشنل بُک فاؤنڈیشن، نے اپنے خطاب میں کہا کہ "ہم یہاں تعلیم اور جدت کی طاقت کا جشن منانے کے لیے جمع ہوئے ہیں۔" ان کا کہنا تھا کہ پاکستان کا مستقبل صرف ڈگریوں پر نہیں بلکہ ہنر، کردار اور مقصد کے امتزاج پر مبنی ہونا چاہیے۔ ان کے مطابق، یہ فنڈ صرف روزگار کا ذریعہ نہیں بلکہ خود اعتمادی اور وقار کی بحالی کا ذریعہ ہے۔ یہ اس بات کی ضمانت ہے کہ پاکستان کا ہر نوجوان — چاہے وہ کسی دور دراز علاقے سے ہو، یتیم ہو یا معذور — صرف زندہ رہنے کے لیے نہیں، بلکہ بہتر زندگی کے خواب دیکھنے کے قابل ہو۔یہ فنڈ ادارہ جاتی شفافیت اور عطیہ دینے کے جذبے پر کھڑا ہے، اور خوش آئند بات یہ ہے کہ خود یونیورسٹی کے طلباء اور اساتذہ بھی اس میں حصہ ڈال رہے ہیں۔

آج کے دور میں، جہاں مصنوعی ذہانت تیزی سے روایتی ملازمتوں کو بدل رہی ہے، انسانی مہارتیں  جیسے تخلیق، تکنیکی علم، اور پیشہ ورانہ ہنر    پہلے سے زیادہ اہم ہو گئی ہیں۔ پاکستان کو ایک ہنرمند الیکٹریشن کو وہی عزت دینی ہوگی جو ایک سرکاری افسر کو دی جاتی ہے، اور ایک ویلڈر کو وہی مقام دینا ہوگا جو ایک انجینئر کو حاصل ہے۔ یہ صرف ایک تعلیمی اصلاح نہیں بلکہ ایک معاشرتی تبدیلی بھی ہے۔

ڈاکٹر مختار کے مطابق، یہ راستہ آسان نہیں ہوگا۔ اس میں مسلسل فنڈ ریزنگ، دیانتدارانہ نظام اور واضح نتائج کی ضرورت ہوگی۔ لیکن اگر اسے خلوص اور شفافیت سے چلایا گیا، تو یہ فنڈ پاکستان میں معاشی برابری کے قیام اور خوشحالی کے دروازے کھولنے کا باعث بن سکتا ہے۔
